    Secondly, test it on another computer if possible to determine who is at fault—the computer or the mouse!

    Thirdly (or second, if you prefer...) take it apart and clean it.

    Also check the Task Manager in Windows (we'll assume it's Windows...) to see if the mouse driver shows a problem with a yellow warning sign; if so, right-click the driver and choose to uninstall it, then restart the PC and reconnect the mouse.
