I am looking to replace an old PC with a mini one for fairly common uses (not gaming) at a price of around €450.
Which brands and models should I consider?

Not too much action, in office use there are plenty of choices at reasonable prices, for example Geekom or NiPoGi, see for example here:

There are sometimes commercial operations on certain models or during the sales coming up in about fifteen days.
It was raining until last year under 200€, but I suppose that with the increase in RAM and components...
We will still find some around 300€ and even 200€, for example here, but by sacrificing to 8 GB of RAM and 256 GB of storage, I no longer recommend that:
