Yes, you can reset Windows 10 using the built-in “Reset this PC” feature.
Things to consider before resetting
Your installed software will be removed
Make sure to back up your important documents
Note down essential passwords/software
If you have a branded PC (HP, Acer, Lenovo...), the reset may reinstall the original software.
From Windows (if the PC starts normally)
Click on Start
Go to Settings
Select Update & Security
In the left column, click on Recovery
Under Reset this PC, click Get Started
You will have two choices:
Keep my files
Reinstall Windows
Keeps your documents, pictures, etc.
Removes apps and resets settings
Remove everything
Reinstall Windows
Wipes everything (like a new PC)
From the recovery screen (if Windows cannot start)
Turn on the PC
Force 3 shutdowns by holding the power button (this starts automatic recovery)
You will reach Advanced options
Then:
Troubleshoot → Reset this PC
Same choices: keep files or remove everything.

I've always preferred to reinstall; it's always safer, but note that it may require drivers if your PC is recent. Some Intel Rapid Storage Technology controllers for the 11th Generation Intel, for example, are still missing in Windows 25H2!
If that's your case, gather the drivers beforehand, preferably, to load a driver (*.inf) during installation when choosing the disk for installation.
From another PC, use the MediaCreationTool to download an ISO file of Windows 10 (for another PC). For Windows 11, if compatible, you can download it directly to create a USB flash drive of 8GB or more for updating, repairing, or installing Windows.

When you have the Windows ISO file, you can create a Bootable USB drive with Rufus.
If the PC is old, you need to create the USB in MBR mode.
If it is recent (Windows 8 or above) in GPT mode for EFI.
Boot from it using the Boot Menu key of the PC.
You can search on Google "[Brand Model] Boot Menu Key."
Choose "Custom Installation" (Not upgrade).
You don't have to format if there's space; if there are data, they will be in a Windows.old folder (which will be automatically deleted after 10 days).
Install on the same partition, or alternatively, delete all system partitions and create a new one (this deletes the data).
