Connect Headphones 700 to Windows 10

Hello,
I got a Bose Headphones 700 but I can't connect it to my Windows 10 machine.
I press and hold the ON/OFF button to start the Wi-Fi detection but nothing happens. It doesn't show up on my machine.
Does anyone know the procedure?
And by the way, if anyone knows how to change the language to French, I'm interested in that too.

As for the computer, we don't really care about its brand and model as long as it's Bluetooth compatible (and that it must also be activated).
The user manual in French...from the manufacturer but it only considers the case of mobile devices.

Configuration on the computer here, thus via Bluetooth and not Wi-Fi; it is ambiguous whether the Bose application for PC (which is connected to a mobile device) needs to be installed or not.

My device manager seems to indicate that the bluetooth card is indeed present.
