PC won't boot with 4 RAM sticks installed.

Hello everyone
I have never managed to install my 4 sticks. I just learned that apparently you have to make some changes in the BIOS, disable XMP, lower the RAM frequency and voltage to help the memory controller, etc... Anyway, I have two questions. Can you start with three sticks? And can someone help me configure and install all this so that it works?
I tested all four and they are functional but not together. My configuration is I5-7600K MSI Z270 Carbon, 4 G.Skill Ripjaws 3200 MHz Black 8GB sticks, 2 are currently working.

There is no exact science when it comes to RAM, which remains a problematic component in PC hardware.
If the modules do not work in 4, it means there is an incompatibility; a BIOS setting rarely (if ever?) resolves the issue, unless you flash the BIOS to extend support for the modules. First clue, you apparently have 3200MHz modules, but your processor does not support beyond 2400MHz, so the choice of RAM kits is flawed to begin with.

I indeed saw that the 7600K only supports 2 channels and in the BIOS, I don’t know if it’s correct, but it says that the XMP full is 1600Hz max.
So my question is, is it better to stay with 16GB at 3200Hz, or switch to 32GB at 1600Hz? Maybe without the XMP I could do more? I have the possibility to get the 9900K for €35, so I’m hesitating... €30 or a new setup for €500.

On the motherboard manufacturer's website, with your motherboard's reference, you will find a list of certified compatible RAM. You should stick to that, and also visit RAM manufacturers like Crucial, which have configurators that provide compatible RAM based on the motherboard.

Oh indeed, I think I made a mistake.
Let me explain. I have two DDR4 8GB packs that are 4 sticks F43200C16D-16GVKG (mine currently).
I probably should have taken a pack of 4 directly F43200C16Q-32GVKB.
I didn’t know any of this at all... so to get 32GB, it's messed up with my pack if I understood correctly?

Be careful. Even though it has the same 1151 socket as your motherboard, the core i9 9900K will not work on it. Your motherboard only supports 6th and 7th generation core i processors, not the 8th and 9th generations. This is an anomaly that Intel introduced with the 1151 socket.
