Computer won't start

Hello, while trying to get the computer back to functioning properly (resetting and reinstalling Windows), the computer was lagging a lot even though it had just been reset. After installing all the drivers via Easy Driver, I reset the PC.
After that, I received a message about an installation problem, and I was prompted to initialize the TPM.
I accepted, thinking everything would go back to functioning correctly, but after this action, the computer never turned back on properly.
It keeps displaying the ASUS logo, then shuts down after 5 seconds, and restarts by itself.
In short, a never-ending cycle without a concrete boot.
I tried some manipulations in the BIOS but without success.

From another PC, use the tool to download the Windows 10 ISO file (For another PC) to create a USB drive (at least 8GB) to repair or install Windows.

When you have the Windows ISO file, you can create a Bootable USB drive using Rufus.
If the PC is old, you need to create the USB in MBR mode.
If it is recent (Windows 8 or above), use GPT mode for EFI.
Start from it using the Boot Menu key of the PC.
Esc might work.
You can search on Google "[Brand Model] Boot Menu Key."
Choose "Custom Installation" (Not Upgrade).
You don't have to format if there is space; if there is data, it will be found in a Windows.old folder (which will be automatically deleted after 10 days).
Install on the same partition, or alternatively, delete all system partitions and create a new one (Deletes the data).
