If we save after copying under the file name toto.txt, I do not see how this could happen unless the file is in a system or program folder where we do not have modification or save rights.

In fact, under W11, TXT files offer options.
By default, the option '"on startup Notepad"' is checked to "continue the previous session."
I unchecked it and in its place, I checked the option "start a new edit" and..... EVERYTHING IS IN ORDER like any other file.
I have nothing like that (no editing menu or function apart from the font, but when I want rich text I use Word or why not WordPad) because I use (also under Windows 11) the built-in Notepad program (C:\Windows\System32\Notepad.exe) and not the application from the Microsoft Store.
But hey, if it works the way you want, that's the main thing.
