Hello,
Microsoft Defender is preventing me from downloading a "safe" software (an update for software that is already operational on my PC).
How can I bypass this?

If you are sure of the source, you can indeed bypass it. This message appears when the third-party publisher did not want to pay for Microsoft certification.
However, you should only download from the publisher's site or a reputable site considered safe (like CCM, for example).
Mass download sites (even well-known ones) introduce the risk of adding hidden codes, more or less dangerous.
I bypass it when necessary but sometimes take the precaution of running an antivirus scan on the downloaded file before installing it.
Not knowing what software it is, I cannot comment further.

this mainly means that the download did not complete, so the file in its current state is incomplete and unusable.

I've been trying to do this since the beginning of the afternoon... without success.
I already have version 1.5.8 that works on my PC, but I'm unable to download a newer version (1.7.0).
Without a solution, I tried to download Scribus from CCM (the download went fine), but it's an old version (1.4.8)...
Is there another way to download an update?

I neither use Scribus nor Windows Defender.
The first 1.7.0 is just a development version, to be avoided as much as possible, the latest stable version is 1.6.3, all official sources can be found on SourceForge.

Regarding Windows Defender, the problem is not the antivirus itself but SmartScreen, a belt and braces approach, which is supposed to add an extra layer of security by comparing targeted software against a database in the Cloud and, only under Edge, censoring URLs that are deemed malicious.
As georges97 mentioned, Microsoft certification has a cost that smaller publishers do not implement and even others may not have undertaken yet for the latest versions.
Generally speaking, there is no other solution than to know what you are doing and either set SmartScreen to only warn, or completely disable it (that's my case, normally the antivirus should fulfill its role independently, in fact not even for me since it is disabled, and anyway the firewall and defense system are supposed to intercept each at their level).
If the antivirus keeps complaining, you need to create an exception, and if that still doesn't work, change it (that's the main reason I replaced Windows Defender, which was removing all my custom scripts without warning, without asking).Good evening brucine,
I couldn't have given such a complete explanation, which I hasten to archive for future reference. I didn't even think that Defender performs this filtering (I thought it was a system filtering procedure).
Anyway, I hadn't seen your reply until this evening, that is, before I checked the source I had used. You provided it, and I think sciuro will be able to use it comfortably.
I take this opportunity to indicate (as you know brucine) that in most cases, an update is actually an installation from scratch that proceeds by deleting the previous version, which sometimes (rarely) fails due to leftovers from the uninstallation.
It is advisable to carry out an uninstallation using a specialized utility like Revo Uninstaller free (software library CCM) in advanced mode (tutorial in the product file if I remember correctly).
Lastly, I also always check that the publisher's version is not more advanced than the one in the software library, which is sometimes several numbers behind.
