Hello, my Philips TV 55PFL6007H/12 won't turn on, but the red LED indicator blinks twice every 5 seconds or so.

Hello.
It's probably the power supply board, also known as the power supply unit, that is faulty; have it tested and if that's the case, either get it repaired or replace it.
The power supply board is the beige/brown board to which the electrical plug is connected.
Your power supply board looks like this.

Thanks bazfile for your reply and my power supply board looks just like the picture. At my level, I could only test the visible glass fuse which is okay and the varistor seems okay.
To be honest, we suffered a bad intervention from ENEDIS on the local network; they supplied us with 310 volts and then 390 volts in the neighborhood!! Our TV and multimedia were on a surge-protected power strip, but apparently not sufficiently. The soundbar power supply unit failed immediately, but the TV did so three weeks later, poor thing.
As for repairing or replacing the power supply board, I hesitate because the LED is blinking and it also receives the remote control signal without actually turning on the TV...
