"Fan stays on after shutdown":
- There is a setting in the BIOS, we sometimes intentionally keep the CPU fans running after the PC is turned off, to avoid "temperature safety shutdown" issues with the CPU during abrupt stops under full load.
- So, it's the motherboard that controls the CPUFAN socket, which stays powered for a while.
- But usually the LEDs are on a completely independent 5V circuit from the fan motors, the sockets are distinct on the motherboard. RGB.
Sometimes there are fan and/or LED controls on the case as well.
There may be a circuit in the case that remains powered, sometimes for power sockets to charge phones. Don't mix it up with the RGB of the LEDs.
I can only suggest following all the wires, especially those from the front fans, which would be plugged for the motors into a CHAFAN socket on the motherboard, but for the LEDs into another 5V circuit with the other LEDs.
The fact that the case would be sold with its 2 fans means we should also check if they have a slightly different operation; we need to look at both diagrams, one for the case and one for the motherboard. There are 2 bundles, one for the motors and one for the LEDs. And all the sockets are different.
There can be a lot of sockets and wires to follow.
From a distance and without knowing anything about the PC, it's better to get help on-site if the fault persists despite your research. Too many purely physical checks to be done.

But I still don't understand this 5v plug story...
5v input is for the LEDs and the RGB circuit.
The fan motors are mostly 12v in PCs. That's why there are 2 different circuits.
But so what do I need to check in the connections?
