Pc blocked - file :\boot\memtest.exe? How to integrate it?

Hello, my problem is that instead of deleting a photo file, I deleted the file: \boot\\memtest.exe. PC stuck (0xcooooooe) Thank you very much.

Access the recovery options and perform a system restore to a date prior to your problem.

My big problem is that the PC is locked (0xc000000e). I tried the keys f5, f8, f12, a USB stick. Instead of deleting a photo file, I deleted the file: \bout:\memtest. Example. Thank you very much for your help.
