Paradox Launcher on STEAM: startup error

Hello,
The subject is tricky in terms of where to post it, but since it's probably a browser or database issue, I'm posting it here.
Since a fresh installation after uninstalling Stellaris and the Paradox Launcher, plus removing residual files after uninstallation and deleting:
C:\Users\Username\Documents\Paradox Interactive
C:\Users\Username\AppData\Roaming\Paradox Interactive
C:\Users\Username\AppData\Local\Paradox Interactive
When I launch Stellaris from the STEAM interface, the Paradox launcher starts already configured, but when I launch the game from the Paradox interface, an error message appears:

When I launch the game directly from the Paradox launcher, it opens unconfigured, asking me either to install the game or to choose an installation path.

If I try to use the explorer to select the game installation folder (D:\Games\steamapps\common\Stellaris), the following error message appears:

I am now on my third reinstallation of Stellaris/Paradox Launcher; I'm getting tired of this...
Notes:
- A previous installation of Stellaris existed before all this mess (uninstalled and cleaned as described above)
- When I launch Stellaris from its directory, it works (without mods obviously)
- Integrity check was done without detecting any corrupted file.
- Here is a copy of settings-layout.json from Stellaris:

I'm moving you to Games, you'll certainly get many more responses, as it's about games and not systems.
Another thing: to properly and completely uninstall a software, download Revo uninstaller right here, free of charge.

There is some news: I attempted yet another reinstall and, miracle, the Paradox launcher is launching the game.
However, when I copied my mod backup into C:\Users\Utilisateur\Documents\Paradox Interactive\Stellaris Plaza\mod, the files are no longer synchronized in the launcher.
Moreover, when I launch the game from STEAM, the files do appear in the launcher, but I still get the null exit code when launching the game.
Could there be a double installation?

Well, problem solved. It was necessary to uninstall the Paradox launcher and Stellaris (make sure to delete all files) using Revo uninstaller. After that, to restore the STEAM U.I. (install/uninstall position of Stellaris), just ask STEAM to uninstall Stellaris and this will restore the "install" option.
