Hi, I found the solution,

1. uninstall the launcher

2. delete the rockstar folder in: C:\Program Files\Rockstar Games

3. delete the rockstar folder in: C:\Program Files (x86)\Rockstar Games

4. delete the launcher folder in: Documents\Rockstar Games\Launcher
and Social Club in: Documents\Rockstar Games\Social Club

5. Then reinstall the launcher via this link:

Because my GTA V is in there, and if I delete the folder, I will delete my game as well.
