-So, here's when I want to update, I get this "We are experiencing difficulties downloading updates. You may try restarting your device."
-But sometimes I can see that all my updates start but remain at 0% and then stop with the same message "We are experiencing difficulties downloading updates. You may try restarting your device."
-So I ran a troubleshooter and encountered a multitude of inexplicable errors. Open the Imgur link as I can't attach a screenshot in the messages

Or with the dism tool via the command prompt opened "as administrator". Copy / paste the command ==>
DISM.exe /Online /Cleanup-image /Restorehealth
and click "Enter". This procedure takes about 15 to 30 minutes (depending on whether it's an SSD or HDD)

This suggests more of a tweaking that might have been done in the services or local security policies directly or through a "security" software rather than a Windows Update corruption.
What does "Show configured update policies" say?I did everything, nothing worked. I will try to restart the PC and see if there are any changes. I will let you know, but I had this when I typed a command in my cmd that I had typed before because I was told to do it. I don't know if this could help you, but there you go.
