Mystery image at Windows 11 startup

Hello,
Today, when I turned on my laptop W11, during the boot, I saw the image below, a strange image for 2 to 3 seconds.

Just Microsoft products (Mail, Edge, OneDrive, Defender...).
It was close to the PC being stuck on this image for about 3 seconds.
I immediately thought of this post.
A configuration issue, except that I disabled OneDrive.
A bug?
And at the same time, there was the patch Tuesday on October 10, 2023 that I carried out afterwards in 10 minutes.

The image reminds me a bit of a clean installation of Windows 11 just before or after entering the account.
Knowing that version 23h2 is coming soon, maybe Microsoft is hinting at something to configure later, for instance if OneDrive is disabled?
As for Mail, it won’t be there anymore; Outlook will replace it...
In summary, surprised to see this ghost image.
Some participants may also see this image at PC startup.
Apart from promoting Microsoft products, why this image at PC startup?

Hello,
indeed it looks like the page we get during major updates, which explains some of the new features but mainly forces us to log in with a Microsoft account when we haven't already.
If there hadn't been an update before the screen appeared, it is probably just a minor bug that is not serious this time.++

This is indeed what I said in the statement:

But it's good to have found the image with the text, I didn’t remember that it was for the finalization, not just OneDrive, because there is Windows Hello, which means setting up a PIN and a Microsoft password (all of this leads us to create a Microsoft account), and pushes us towards Office 365, which is paid, but can be refused during finalization.
And the cherry on the cake is that this image appears during startup.
However, if there was a configuration to do, there would surely be a Windows notification once on the Desktop, which I have already had, and seen, and not just on my PC.
Yet the notification bell was empty, I checked it well.
And no page launched, the Settings page in particular.
I hope we won’t see that image when it’s time for the 23h2 update.
That puts me back in doubt, thinking I had a peaceful mind!!! (Microsoft account).

Besides the updates from yesterday of the October 2023 Patch Tuesday, the last update dates back to
September 26, 2023.
And it's KB5030310, the same update that causes various issues on W11, but involves few users.

The PC was restarted in the meantime, and I did not see this image between the two updates.

Furthermore, the updates from the October 2023 Patch Tuesday (yesterday) were at 0%, so this image appeared well before doing them (at the PC startup).

I did not uninstall OneDrive.
I mentioned it in the statement:
It's a configuration issue, except that I disabled OneDriveUninstalling OneDrive sometimes promises strange mishaps, knowing that the OneDrive path is by default, so you end up without the Desktop folder or without the documents, videos folders.... with messages ''Locations unavailables''.
I know how to fix all that (with pre-prepared .reg files), but that's not the topic.
Another thing: Microsoft Account

It probably has nothing to do with it, but I added my smartphone number on the Microsoft website in my Microsoft account in case an incident occurs, like being locked out on the PIN code, or a potential hacked account, in which case Microsoft would require recovery, and it's easier to receive a text message.
I received this security update, so it doesn’t concern customization fixes or modifications.

Hello,
I haven't noticed this image at startup on a desktop PC, only on my laptop.
I will be keeping an eye on 4 PCs in the neighborhood and family to update W11, if the image
appears. (These are all laptops, except for one all-in-one).
As for the Microsoft account, on all the PCs in question, including mine, they all have a Microsoft account and not a local account.
We know, for example, that from now on Microsoft will offer a game during a clean installation to keep users occupied while waiting for the update.
So it might be intentional to see this image of Microsoft products at startup; this is not to keep you waiting, but more like a targeted advertisement.
It was a stroke of luck that I caught this image, as it's rare for me to look at the PC startup, except to perform updates.
Maybe Microsoft could provide an answer if I ask them on their forum!

Perhaps unrelated, I have been crashed twice in a row by the monthly update under Windows 10, which returns an error 0x8007000d during installation. The same goes after I repaired Windows Update, which claims to have resolved issues.
I don't have access to the famous icons, primarily because the installation doesn't finish, but also surely because I only have local accounts.
A Microsoft bug? -

Yes, I know all that, I haven't tested the other proposed solutions yet (SFC, cleaning the PC, checking the firewall which we don't see why it would oppose it but anyway.. and drivers).
Wait and see, there's no rush, I'm that much less eager to reinstall since it might create a mess for me (if I recall correctly, 22H2 had forced the update of my graphics card driver to a newer version that doesn't work, and I had to go through a convoluted process to recover the original driver from the manufacturer and replace it). -

0x8007000d meaning (ERROR_INVALID_DATA) failed:

there is currently no explanation for the phenomenon. The problematic update, however, has been installed without any issues by other users.Investigation ongoing at Microsoft.

Microsoft got back to me right away and provided an explanation.
According to them, it would be the Windows welcome experience
Settings =► System =► Notifications
At the very bottom ==►Additional Settings
Disable all the options.
In my case, only the first box was unchecked:
