Hello, I have a problem with my PC, I would like to reset it because I don't have the password, but my user interface is very strange. If I type anything on my keyboard other than characters, the PC makes a high-pitched noise (impossible to lower the volume).
The PC is supposed to be running Windows 10; it's one of those provided by the Grand Est region to high school students.

The "Île de France" PCs and equivalents are restricted and locked by a BIOS password; when the student leaves the institution, the PC is given to them as a gift and it is their responsibility to have the PC unlocked by the school's IT referent.
This has nothing to do with a possible Windows password and the question of whether the BIOS security is enabled (which is likely) or not in order to be able to boot from an installation medium.

Even though this PC was lent to you by a school administration, you cannot perform the operations reserved for the Windows administrator, as you only have a user account until the BIOS is unlocked by your institution's reference person.
