Problem with AMD RX590 Graphics Card

I bought a second-hand RX 590 graphics card with 8GB of memory.
The problem is that when I install Adrenalin, I get an error message that directs me to this link https://www.amd.com/fr/support/kb/faq/pa-300. In short, Windows replaces the graphics driver, but it can't manage this graphics card. As a result, in the device manager, there is an exclamation mark on the graphics card and the message "Windows has stopped this device because it has problems. (Code 43)." There's no way to display two screens, let alone run a game.
I just built my own computer, and when I put in my RX 460 card that I had in my old computer, Adrenalin launches normally.
Does the card have a problem or is it a Windows issue?
While searching online, I couldn't find how to resolve this issue.
Unless I revert to the old driver, but my PC is new, so I have no driver history.

Hello
Graphics card probably dead, check that it's properly seated in the slot, are the power connections properly plugged in?
