Have you tried holding down the Power button for several seconds? On my printer of a different brand, that's the method I have to use.

It's also done, it’s the only way I’ve found to turn it off, but it’s still the same once restarted.

Power outages of this type involve checking the status of the power button, which may be stuck in the ON position.
To do this, it is necessary to access the location of this button, meaning disassembling the printer, but it is possible that we may not be able to unstick the button and will need to test the contacts using a controller (multimeter).
I suppose it needs to be repaired in that case; I must admit I can't see myself venturing into disassembling the machine...
At least getting an estimate, an official repair service (after-sales service) shouldn't charge you for opening the hood and checking the switch with a voltmeter.
Then, if he needs to disassemble and replace a part, he will give you an estimate that you can accept or decline. When you pick it up, don't hesitate to ask him at least for a printout of a test page.
