Freebox POP stuck on step 2

it's just that a Free technician (or a subcontractor) has to intervene at the mutualization cabinet in the neighborhood or in the building, depending on the type of housing, to move the patch cord that connects you to your old ISP to Free's fiber.
In principle, nothing to do with the DSLAMs, which only concern ADSL and copper distribution in general.
If there was an outage above the Free OLT (at the NRO), you would rather see an error 6 than an error 2, which is really at the level of the physical connection between the OLT and the box.

It's normal; there have been incidents on quite a few DSLAMs since this morning, but it is being resolved. There were 300 initially, and now only 118 are still affected. See:
