Hello, I just sent the tickets with the codes by MMS at 11am. Is it possible to cancel them, 4 times 250 euros? The police told me to wait until tonight if the car is delivered. Thank you.

So, no, you cannot cancel the codes... especially since the money has almost certainly already been deducted...
As for the Gendarmerie... well... I don't think they wanted to bother with you... it's a nice way to dodge the issue...
Unless you're the luckiest person in the world... the car (since it's clearly what you think you bought with your tickets...) will never arrive... and may not have ever existed...
PCS, Transcash, Western Union... ARE NOT payment methods!! and are mainly used by scammers to take money from unsuspecting victims...
Scammers, who most of the time, are located outside European jurisdiction... comfortably sitting in their village cyber café in Africa... (or sometimes in an Eastern country)
Sorry... but I’m afraid your money is lost...

Once the damn Codes are sent, they are lost for the sender.. But not for the beneficiaries who hurried to load their anonymous prepaid Card. No recourse because there is no traceability.
As for this: the police told me to wait until tonight if the car is delivered that’s really naïve.. They don’t seem to know the basics of the Grand Art of Scamming..

It's not that they don't care... it's just that you are ONE among thousands of suckers who get scammed by this kind of fraud every day...
Anyway... when making a purchase from a private seller... (especially a car)
1 - You go to see the product... make sure it exists and test it!
2 - You check on Histovec the vehicle's history... its mileage...
3 - You pay with a bank check to have a record
4 - You don't leave without having the registration card in hand... and having taken out insurance for the vehicle
And above all (I've already said it) you don't pay ANYTHING with things like PCS, TRANSCASH, WESTERN UNION... and other such delights that are not payment methods... but means to transfer money to people you know or to top up your own bank card... and do not allow tracking where the money goes...
