This question has already been addressed.
No phone can reliably measure your steps. EXCEPT if it relies solely on the mapping itself, in which case the results will be close to or identical if they have the same mapping base.
The step/distance measurement will depend on the application used and is based only on various data, and this data comes from motion sensors; depending on the phone's range, there will be more or less, and especially the quality of the sensors goes with the price of the device. But movement is not a measure of steps.
Moreover, a statistical estimation is made, which will depend on the above factors and the application that will pose (or not) a certain number of questions (height, leg measurement, estimated measured over a predetermined distance, etc.)
In short, all this is very variable whatever the phone.
3km is a lot, but for example, a low-end phone could easily produce this type of discrepancy, especially if it doesn’t do the job because it "disconnects", or does not detect the movement sufficiently, etc., etc.
Basically, the best distance measurement is still the one done on a map.

3 km difference over what total distance?
Not all pedometer apps allow this, but check in the settings if you can adjust the step length, which can be different between men and women; the discrepancy could come from that.
