Hello,
I have Windows 10 on a HP Slim PC.
I have the free version of Avast and the video player I have been using for years is VLC. The Windows Media Player is just a backup option, which I don't like because it doesn't have the same functions as VLC.
VLC has always worked well.
But since this Tuesday the 3rd, I can no longer use VLC to open my MP4 or TS files.
When I tried to use my usual video files, I can no longer open them. A notification message suddenly appears from Windows Defender, claiming that it has blocked the VLC application, even though I had been using VLC for months on this new PC.
I attempted to allow the VLC player through the firewall, but unfortunately, every time I want to open a video file with VLC, I have to permit the VLC software through the firewall, and so, for every video I want to watch,
a new allowed line for VLC appears in the firewall, meaning that for every video I want to open,
a new VLC line shows up.... In the end, how many VLC lines will exist given the number of videos I watch each week?
And every time, I have to restart.
I don't understand why I have to use the firewall to allow VLC to open each video file I want to view.
At home, the firewall is in "Control Panel," "System and Security," "Windows Defender Firewall," and finally "Allowed Applications."
In the past, I had Windows 7 and VLC worked very well, constantly. So, why does this Windows 10 keep creating ridiculous problems?
Moreover, I wanted to attach a screenshot image with a PNG extension to this message, but unfortunately, since this afternoon, I can’t save my screenshots to the yellow "Images" folder because a message states that I do not have the right to open this file because I am not the administrator....
This is the first time this message has appeared. And it surprised me.
I have the free version of Avast and also this Windows Defender, but if I had to choose, I prefer Avast.
How can I restore my VLC configuration to how it was last night??? Because at home, system restore does not exist....

Note that you can use another video player (K-Lite Mega Codec Pack)

If it is the Microsoft Defender firewall, it means you do not have another firewall
If Microsoft Defender itself is blocking with its Antivirus, it may be that Avast is inactive.
Note: I don’t have an antivirus and Microsoft Defender and all Windows 10 security is disabled, it’s an option, doesn’t mean I recommend it, depending on your tools and experience.

I would like to avoid overloading my PC with new software as much as possible.

I assure you that my Avast opens correctly. It is set to the maximum. Sometimes, when I browse, Avast suddenly closes a web page or a file that I want to download or view. So, I think Avast is indeed "active."
However, I noticed something: in "Control Panel," "System and Security," "Windows Defender Firewall," and "Allowed Applications,"
the Avast software is not present in this list. That's strange!
Since I already have Avast, can I disable Windows Defender??? Will my HP PC be able to restart correctly???? Will I be able to continue opening and closing my folders and files?

I don't think Defender is active as an Antivirus; it would quarantine files it doesn't like.
But the Windows Defender firewall might have a BUG or be poorly adapted or configured,
As a firewall, I have Comodo Firewall in Custom mode with very high alert levels.
When you tell it to remember, it remembers.
To find out your exact version of Windows 10, you can right-click on the Start button > Run > Type: WINVER
If your version of Windows is not up to date or too old, it may malfunction.
The most current version is 20H2; before that, it was 2004.

This is what I found using the "start", "run" and "winver" command.
It is indeed version 10, family. And in the settings, it is indeed version 2004. And the Windows Update setting tells me that I am up to date, as of November 2020.
Since I adjusted Windows settings this morning, I checked and unchecked some options, perhaps it created a problem.
Unfortunately, I cannot recall the exact issue.

1909 and 2004 are two different versions. There is presumably a bug.
The 2009 or 20H2 update was not presented to you, if I understand correctly.

As I mentioned earlier, on my end, in the settings, my Windows Update tells me that I am up to date, so it does not find any updates available.
Personally, I do not want to install another Windows over my Windows 10, which came with the new computer.
The link mentioned in the message is an exe application.

I tried it, but it doesn’t work.
It tells me that the application is already present in the exception list.
On my Windows 10, Windows Defender is not found in the control panel but in "start", "Windows security", "firewall and network protection", and then at the bottom, you need to click on the link "allow an app through the firewall".
As you can see, VLC is listed multiple times... That’s normal, every time I want to open a video file, another "VLC" line appears in the exception list of applications.
