Hello, a few days ago my daughter got a VPN subscription, I’m not exactly sure what that is. She explains to me that she can appear to be abroad. Recently, I saw her using her mobile data with her VPN activated for Canada. At that moment, I thought she was using her mobile data outside of France and this is going to cost us a fortune!? Is there a risk? Will I be surprised when I see the Internet usage bill? Thank you for your answers.

what she has is actually a half-VPN, what I call a distant NAT that makes the site you're connecting to believe, and if it's dumb enough to think that the IP address it sees is that of its user, that you're in the country where the VPN server is registered (at least its IP address).
This type of "vpn", therefore half-vpn, only serves to present the remote site with an IP address different from that of the original ISP, in this case, that of the mobile operator in your case.
A real VPN traverses the entire internet, not just half of it.
As for the mobile operator and its billing, it can still see its client on its network in France, connected to a foreign site, which cannot lead to any overbilling since its client is still on its network.
The only thing that will change is that usage will increase the data consumption on its plan by adding headers and increasing the number of IP packets.
But since it's often for watching foreign TV channels, just the usage already seriously impacts this plan.
