Have you tried Window > Workspace > Reset [workspace name]
Another solution is to switch to a pre-existing workspace and then reload yours afterwards.
Otherwise, you can completely reset InDesign with the following key combination on startup:
Restoring all preferences and default settings
(Windows) Launch InDesign and press Shift+Ctrl+Alt. Click Yes when prompted to delete your preferences files.
(Mac OS) Launch InDesign while holding down Shift+Option+Command+Control.
