I had the same question, I searched for a long time and came to this conclusion:
First of all, it is impossible to send voice messages from your browser, you need the Instagram app.
But Instagram updates and for the past 2 months, you can listen to voice messages (mobile browser version of Instagram) and for a month now, you can participate in polls in stories and Instagram has also added direct messaging from the computer browser version: no need to have apps or do Alt - Shift - i to switch the browser to mobile mode. So maybe Instagram will gradually add all the features of the Instagram app directly on the browser...
Now, if you want to have all the features of the Instagram app, and especially voice messages, I suggest you install an Android emulator like BlueStacks,... (there are plenty of others)
