Hello,
You can access it by holding down the Windows key and then pressing R (Windows + R)
A window will appear, type cmd in it and click OK ... here is the black window where you can type DOS commands

This remains a Windows window that emulates DOS... it's not really a DOS, which is the operating system of a PC...
To exit, simply click the small red cross in the top right corner of the black window.
There you go, you know everything about DOS under Windows.
