Password policy is grayed out in secpol.msc

Hello,  The password policy option is grayed out in secpol.msc on a Windows 10 PC on which I am an administrator I specify that this PC was previously under a domain, it is now under a workgroup.  How can I gain access to modify this policy?  Thank you

Hello.  Under Command Prompt (admin) or Powershell (admin) type net accounts for the account status.

Hello,  Thank you!! It's a big step! I'm able to change the settings using net accounts, but this command doesn't seem to allow me to modify the policy I'm interested in: "The password must meet complexity requirements."  How can I do that?  Thank you.
