How to boot USB in Packard Bell BIOS

Hi, I can access the BIOS but it's for later. What should I do since even the Microsoft technician can't manage it? Thanks to you.

What kind of software do you want to launch? How did you put it on your USB stick?

After a Windows 10 update, everything crashed and safe mode is impossible, so I contacted Microsoft. They formatted a USB stick and put an older version on it for booting. When I start the boot with F2, the technician can't do it and tells me to call Packard Bell, but their number is a scam. What should I do in the boot menu for it to work, what steps should I follow? Thank you.
