Excel filter that excludes the last rows

Hello,
I've been searching, but I can't find the solution. I have found people who had the same problem, but the proposed solutions do not work on my file...

The yellow-highlighted rows are the ones I can't filter; they always remain at the bottom of the table in alphabetical order, but only among themselves!
I have already:
- removed the filter, selected all my rows, and reapplied the filter > does not work
- copied my entire table into another workbook and reapplied the filter > does not work
What's surprising is that when you click on the filter arrow in the NAME column, and you see the names with the checkbox where you can check or uncheck > all the names appear in order (even the cells that won't filter!)
My file is actually much larger, which is why I can't redo it.
