I once encountered this: "Windows could not connect to the System Event Notification Service."
I fixed it using the command prompt "c:\windows\system32 ; netsh ; winsock reset," which updated Windows. However, it happened again 15 days later (?) I would like to know if there is a more permanent solution?

Press Windows + R
Type msconfig
Services tab
Click on the manufacturer column to group services by manufacturer.
Check everything that is Microsoft
Click OK and restart the computer

Also use Windows Repair to fix Windows: https://www.malekal.com/windows-repair-tutoriel/
Go to the main repair tab
then Present Common Repair
Click Go at the bottom right and follow the instructions.

And if nothing works, repair Windows 8: https://www.malekal.com/reparer-windows-8-sans-perte-donnees/
