Update stuck at 35% rebooting in a loop

Hello,
I've been having a problem with updates on Windows 7 for the past 15 days.
The computer starts the installation, then stops at 35%, restarts, then starts installing again, etc.
I also had a Bitdefender/ThreatScan.dmp error... etc. that I managed to eliminate by applying a workaround I found online.
As for my 35%, I don't know what to do anymore after trying a bunch of things. My only option to access the desktop is F8 then restore to an earlier point, but it starts all over again as soon as I restart.
I tried the command prompt in admin mode with "net stop wuauserv"... but the response is "The Windows Update service could not be stopped."
HELP... thank you

I have no idea, it started 15 days ago... at first I let it run all night long.
It indicates 35% and then suddenly the opening screen appears as if it’s about to display the desktop, but no, and off it goes back to the blue loading screen... it’s grinding, shows 35% and back again...
