There are a lot of sections. Most are in continuous section format, useful for switching to columns. But sometimes next page sections are inserted when a continuous break would have sufficed.
There is more damage than the numbers you had indicated.

To explain, the problematic page numbers do not match those you described, but this is normal; the pages shift because we have a different driver.

I will therefore talk to you in section numbers that you will need to follow since they are displayed by clicking in the footer.
It’s always the same steps for each section. In summary, on your file:
- Section 2 (starting page numbering at the summary): double click in the footer: Header & Footer Tools:
- uncheck link to previous.
- Page Number Format, start at 1

On each subsequent section, in the footer: Header & Footer Tools:
- check link to previous,
- uncheck different first page,
- Page Numbers | Page Number Format: start continuing from the previous section. (there were forced numbers that shifted the numbering)

I had to delete two next page sections that were causing issues; I left the other unnecessary ones, but the numbering is correct.

Here is the correctly numbered file.
If you wanted to redo it on yours:
- Double-click in the footer of section 2, the first numbered one (the summary)
- To go to the next section: click on ‘next’ in the menu to go to the next section. If the numbering is correct, you proceed; if not, you correct as explained above

Thank you very much! I managed to do it too, indeed my document was quite complicated. But there is another problem: when updating the table of contents, it gets deleted, or at least only 2 sentences remain. In the corrected file you sent me, it's also not there anymore.

I'm sorry to bother you for so long, but I've been trying to solve these problems for a week!
