Unreachable correspondent

Hello,

Finding no answer anywhere on the internet, I'm trying the forum, maybe someone can help me understand.

So, I need to contact a person who only gave me their mobile number (for the curious, it's the owner of a vacation rental). When I dial the number, the call hangs up immediately without any tone or "not available" message. I've tried from my iPhone and my landline. Also, a friend tried from his side, same result. What's going on? Is it a prepaid number, a network issue on my contact's side, or a complete block of incoming calls?

Have you thought about a scam?

Deposit or full rental paid and the landlord is missing in action..
