Real impact of disabling these two programs on startup...

Hello,
(regarding my tower)
To speed up Windows 8.1 at startup, in the "Task Manager" under the "Startup" tab, I disabled all the programs listed as having no impact on startup or "none" in the "Startup impact" column.
There are still two programs enabled:
- "Delayed launcher" with a "medium impact",
- "NVIDIA Capture Server Proxy" with a "low impact".
Knowing that there are four levels of impact (high, medium, low, and none), I would like to know if disabling the two programs above might - conversely - (greatly) slow down the startup?
(to understand that I do not want to try because not anticipating is already whining!)

[]Edited] This manipulation is interesting at startup but would also apply during the use of "resource-intensive" programs. Is it possible to disable these unused programs (therefore idling) while needing more resources for another program being used... just to gain a bit?!
