Installing a Windows 10 ISO image in Safe Mode?

Hello everyone!
I’m currently in Safe Mode on Windows 8! I’m explaining my desperate situation,
I’m on a desktop PC built by a technician with Windows 8 installed using the CD and product key; it was upgraded to Windows 10 during the update, since then I did a reset preserving my data and now it’s a disaster at the moment of the step “remove the installation CD, restart normally Windows and reinsert the CD”; the PC does nothing without the installation CD, meaning it powers on, I see the four blue squares and once every two times the little spinning dots for a second and the screen goes black and I have the mouse cursor but it’s useless.
I spoke with Microsoft people on the phone they had me delete a bunch of things (which I don’t understand, like partition? space?) during the advanced installation but nothing, I did a restoration/repair via the installation CD and when loading drivers to 10% it’s again a black screen and the mouse.
For the first time in my life I accessed the BIOS to view the first boot but it was already the installation CD.... my last resort is Safe Mode with Networking! I cannot perform recovery etc because “system protection is not enabled” I went to “services” to check status and launch the security center on startup but it still doesn’t work.
I’m wondering if thanks to the image that Microsoft could potentially give me I can install it in Safe Mode?
At worst don’t you have techniques to save my PC? even if it means losing everything at this point!

Hi
Windows does not install in Safe Mode. You must boot from an installation DVD and run the installation.

Recreate the DVD if it doesn’t boot from it.
