Hello,

it's probably because of the settings they chose. In this case, only friends of their friends can do it. A message needs to be sent to communicate our request.

Hello,

It's certainly that they have restricted the people who can send invitations: Friends and their friends only.
So if you don't have any mutual acquaintances, you won't be able to add them:

At worst, it's also possible, via the menu below, to block people.

Hello

Indeed, as #J.Smithj pointed out, the concerned individuals have set their accounts so that no one can add them.

However, other conditions may come into play, for example, mutual friends.
In some cases, if you have no mutual friends with that person, you cannot add them, as per the settings defined by that person as well.

The somewhat childish solution I can suggest is to send them a POKE; if you know them, they will add you, otherwise it depends on them.

Or, as #J.Smithj mentioned, you can send a message, but if the person only logs in through the web version of Facebook, on PC, they might not see the message since it appears in the "message invitation" category, which people often don't check. However, if they log in through Messenger, they will likely see it.

Anyway, be careful with excessive adding; Facebook's policy is very strict on this point. If you send many invitations that are neither accepted nor declined, Facebook will block the sending of invitations for a certain period: "1 week" as a first warning, 1 month for a second warning, and the third will result in account deletion.

I advise you not to leave invitations pending for more than 72 hours; if the person does not accept or decline you, cancel the invitation to avoid any blocks.

Best of luck.

Respect is the only real thing...
