Unable to eject TOSHIBA hard drive

Hello,
I have a Toshiba hard drive and I can't eject it from my PC running Windows 8. It works perfectly fine from my PC running Windows 7, but on Windows 8, it doesn’t work; when I try to eject it from the taskbar, my hard drive remains grayed out and I can’t do anything.
Even from "Computer," I can't do anything when I right-click on the hard drive, "eject" doesn't appear.
What can I do to eject my hard drive?

When you want to safely remove a USB device, you may get the error message "Unable to stop the device 'Generic Volume' at this time. Please try to stop it later":

First, try these actions:

• Right-click on 'Computer' / "Properties" / "Hardware" tab / Device Manager / click left on the small cross of "Disk Drives" / right-click on the first USB / Properties / Policies / check "Optimize for quick removal".

• In Explorer (Computer), right-click on USB devices / "Properties" / "General" / uncheck "Allow indexing for this disk for faster file searches"

• Right-click on 'Computer' / "Properties" / "Hardware" tab / "Device Manager" / left-click on the small cross of "Universal Serial Bus controllers" - Root USB Hub / "Properties" / "Power Management" / uncheck "Allow the computer to turn off this device to save power"

• Close all applications that may have access to the USB device, even Explorer

• If you leave the USB device plugged in during Windows shutdown and you have problems during the next Windows startup, try:
• Plugging in or turning on the USB device after Windows
• Safely removing it before shutting down Windows

The problem of removing the device is still present

The device is therefore busy, but which process or application? Nothing indicates that. And especially with external hard drives, you may have to wait for hours without being able to remove it.

If you remove it "roughly", when you reconnect it, you risk receiving a message like this when you try to access it (The disk is RAW, Delayed Writing, The HDD is unreadable, The disk is not formatted). Thus, no access to the files on it. To recover these files or parts, you need to use data recovery software, some of which are paid (Easy Recovery, PC Inspector File Recovery, Drive Rescue), and software to check the status of devices (TestDisk, HD Tune).

However, before reaching that point, to try to resolve the USB device withdrawal issue, you need to know what is accessing the USB device by using the Unlocker software.

Install the software, then in 'Computer', right-click on the hard drive or problematic device / Unlocker:

Check the "No Action" choice from the drop-down list and then click on "Unlock All":

You can now successfully attempt to "Safely Remove Hardware":
