Toshiba external hard drive not recognized by my computer

Hello,
My Toshiba external hard drive (Canvio Basics 3.0 1TB) is not working anymore. This morning I was watching a movie on it and everything seemed perfect, then the cable got unplugged and when I plug it back in, nothing works.
The hard drive no longer makes its usual sound (something spinning inside). However, the LED lights up well, but it doesn't blink; it stays continuously lit in blue.
The hard drive isn't that old; I've had it for less than a year, so I was wondering if there was a way to recover the data on it before going to see a specialist who will charge me an arm and a leg.
Windows 8 says "USB device not recognized"; is it possible that it's just a problem with the cable? Or with my OS?
