Hello,
check that you are indeed an administrator of the PC
right-click on the Start button or press Windows key + X
Control Panel
User Accounts
Change your account type
the administrator box should be checked
if not, check the box
or:
right-click on the Start button or press Windows key + X
Command Prompt (admin)
type:
net user administrator /active:yes (then press the enter key)
or
net user administrator /active:yes
and if there are problems with administrator rights:
check if you see your user account like this:
right-click on the Start button
File Explorer
right-click on the (C) drive then properties
Security tab (here you see all accounts)
Users (your Name) (select it)
then click on Modify
and check all the Allow boxes
apply ok
maybe restart your computer

First of all, please note that I had to perform these manipulations on the "Administrator" account that I activated, because otherwise I was encountering the same errors as with my problems...
1) My account is indeed Administrator
2) I had already run the command prompt to activate the administrator; otherwise, I wouldn’t have been able to perform these manipulations since I can report that I cannot run software as an administrator with my account, whichever it is...
3) I did follow your instructions to modify the disk management (c:), the issue being that a few folders refused to be handled by my account, even in safe mode; I don't know if that has any influence on the situation...
In any case, these manipulations have unfortunately not changed anything, and I am despairing of being blocked from so many accesses.

try a simple reboot in safe mode:
When you are on your session do:
- Ctrl + ALT + Delete
From there, hold the SHIFT key until the end of the procedure. (SHIFT is the up arrow button, on the bottom left of the keyboard)
- Click on the shutdown button at the bottom right of the screen, click on "restart"
you are now on a blue page
release the SHIFT button
click on choose an option
troubleshoot

choose f4 (safe mode)
let windows load
Once on the desktop, press the windows key + R, then type msconfig in the box. Press enter.
- Go to the Services tab, then sort by the "Service" column (by clicking on the column title)

So I did the msconfig manipulation which didn't work
And I completed the first three steps of Windows Repair. I'm not sure if I should proceed with the rest since it involves reformatting..
