      Hello,

      A criminal complaint only punishes delicts of the same nature by a identified perpetrator; it does not directly address the potential civil consequences for which the delict must have been constituted (one should not fear but must have actually suffered identity theft with, for example, loans taken out in one's name).

      File a complaint against whom, X (the hacker), the state for having allowed the data to leak, and later, if consequences occurred, against the bank which would contend that transactions were made without the account holder's authorization and before there are consequences for what effect?
