Fallout 4 - Launch Issues #.INI

Solved

Hello!

I started by searching the internet to solve my issue, which allowed me to see that it was a recurring problem, but I couldn't find a solution to unblock things, so... here I am!
I installed Fallout 4 from a CD (yay Christmas), and I can't get the game to launch.
Particularity: I installed the game not on the default destination (C:/Program Files ...), but on an external hard drive because C/ is completely full!
Anyway, I install it, then I launch the game via Steam. But suddenly, an error message appears:

"Error: Unable to find an INI file. Please reinstall Fallout 4."

The first time I thought: "Okay, maybe I have an application that interfered with the installation," so even though it's long to install, let's go. (clicked "Reinstall" via the installation CD)
I try to launch the application again, without success, same error message.

This time I uninstall the game, then reinstall it.
Still the same

I start browsing forums, then I try a suggestion from a mister "I-know-what-to-do," namely to create a folder in C:User/XX/My Games/ named "Fallout 4" with 3 text documents renamed with a .ini ending + a "SAVE" folder, following a random tutorial.
→ with no success, still.

Anyway, I've exhausted my resources, can you help me solve this pathetic headache please? I couldn't find any solutions on the reference sites (#Steam #VideoGames #reddit)
Thanks in advance for anything you can provide!

News for the people who are pondering and who might have relied on this forum as I did to resolve this issue:

1) Go to:
C:\Users\<my account="">\Documents\My Games

Create a folder named "Fallout4" (without spaces)

2) Copy 2 files into this folder that you will retrieve from:
\SteamLibrary\steamapps\common\Fallout 4
(Basically, that's where you installed the game ;-) )

The files:
a- "Fallout4Prefs.ini" (which I found in a sub-folder Fallout 4\Fallout4)
and
b- "Fallout4_Default.ini"; which you will rename to "Fallout4.ini"

All that's left to do is to launch the game and enjoy :-)</my>

As much as the .INI file issue was resolved for me, I immediately encountered the game's startup interface without being able to go any further.
(interface type "play/options/help/quit") and every time I clicked on "play," it just relaunches the same icon over and over...

Some users suggested starting the game in windowed mode (in the launcher, go to options and check the appropriate box), but that didn’t work for me.
I found the solution thanks to a post on steamcommunity.com dated 08/26/2016, where one of our English gamer friends had found THE solution (posted on 11/15/2016 online, indicating he found it quite early; it was just a matter of figuring out how to mention his issue. He talks about the "launcher loop"
The YouTube link:
https://www.youtube.com/watch?v=D8rSNlo8ecc&feature=youtu.be

In short:
go to \SteamLibrary\steamapps\common\Fallout4\ (where the game is installed)
→ rename "Fallout4Launcher.exe" to anything (but don’t change the file extension, okay? an executable must remain an executable!;-)
→ rename "Fallout4.exe" to "Fallout4Launcher.exe".
(note: the ".exe" is the file detail, it may be that your display options make you see only "Fallout4Launcher" and "Fallout4". If you have any doubt about the nature of the file (e.g., multiple files with the same name:
go to the menu bar>View>check "File name extensions"
There you will know what is what ;-) )

And... done!
