Processor constantly at 20%

I have had a problem since I bought my PC a year ago. In the task manager under processes => CPU, my CPU never exceeds about 20%. Even for games, it’s not unplayable, but it’s way worse since instead of running on high graphics, I have to stay on low quality. I’ve done several searches and haven’t found any forum resolving my issue. Additionally, with certain software or games, upon launching one of them, there’s a chance that it won’t utilize any CPU at all, which makes the software take 2 minutes to start while waiting for my computer to grant it 1% of the CPU. So, I suspect a possible operating issue, but all the drivers are up to date.
Thank you for your help if you have any idea where the problem might come from.

    Hey,

    You must be in energy-saving mode ;)

    If you’re on Windows, go to: Control Panel\System and Security\Power Options and switch to high performance.

      Does it heat up when you use your PC? Because the problem might be coming from that.

      I don't know if this can help you, but for example: when I start a game of LOL, when the loading is supposed to begin, it takes 1 minute to appear, and during that time I see on my second screen (task manager) on the line corresponding to the software, in the CPU column it shows "0%" and after about 1 minute it changes to "1%", then the loading appears and it goes to about 17% and the loading finishes in 5 seconds.

      No, it doesn't heat up, and it hardly makes any effort, so it's almost completely silent.

      PC: MSI GE40 - Windows 8.1
      Processor: Intel(R) Core(TM) i7-4702MQ CPU @ 2.20GHz, 2201 MHz, 4 core(s), 8 logical processor(s)
      GPU: Nvidia GTX 760M Driver version 361.43 (updated after my initial bugs, I had the 350.something)

      Note: My PC no longer runs games or other software installed on my HDD with the processor at 100%. It stays between 20 and 30%. I usually set my power supply to high performance. I also notice that, as a result, my processor no longer reaches 90°C (limited to 95°C) around which it operates correctly. It stays in the range of 60 to 75°C (normal, they are no longer running at full capacity).

      Another note: I installed BF4 on my SSD. On that one, the processor reaches its performance at 100% and therefore goes up to its usual temperature of use at 100% and the game runs perfectly.

      Negative effects: All applications installed on my HDD also sometimes saturate the RAM, I don't know if this is related to my processor. This generally forces reboots after about 5 to 6 hours of intensive PC use.

      It's a laptop that heats up quite easily. I put a fan under it that fixes this problem.
      I have never had any issues with it in the past 2 and a half years. I assume this problem is caused by something I installed recently, though I'm not quite sure what.


      I have done: Checked my RAM, my HDD, antivirus scan with Norton + MalwareBytes Anti-Malware. Killed background processes to compare with and without. Uninstalled MSI afterburner (without having ever overclocked with it).
      I have not: Touched the BIOS, performed stress tests.



      My problems appeared after a blue screen with the message: SYSTEM_THREAD_EXCEPTION_NOT_HANDLED (nvlddmkm.sys)

        Why not look for a solution together, but for me, it's not exactly the same.
        First, my PC:
        PC: ASUS - Windows 7
        Processor: I7
        GPU: Nvidia GT 630M
        2GB
        However, it has never run anything at 100%.
        And not even at 30%, it's 26% max
        often 15%
        But I think the problem comes from the RAM (always maxed out when I play)
        It never overheats. And setting a program to high priority doesn't change anything. (really nothing).
        It must be either an optimization problem or memory limiting the CPU.

      Problem identified and resolved for me. I closed the RzSurroundVADStreamingService process, which removed all the associated bugs that I described in my previous post.

      The latest update of Razer Surround Pro is therefore the cause of this bug on my end.

      Try doing the same; I imagine it's highly likely that it's the same source of your problem. ^^ Otherwise, provide a list of the running processes on your PC to eliminate them one by one and find out which one is causing the crash.
