Computer stuck on Boot Menu

Hello future saviors,
First of all, I’m not great with computers... so I searched the internet but didn’t find any solution.
I was given a blank secondhand computer: a Lenovo.
When I turn it on, I see "LENOVO, to interrupt normal startup, press Enter"... then I finally get a gray box on a blue background: a boot menu section "ATA HDD0, ATA HDD2, PCI LAN" and an "Application Menu" section.
I want to install Windows.
I downloaded Windows 8.1 Pro and put it on a Sandisk USB stick (using wintobootic).
I modified the "Boot Priority Order" in the "Application Menu" section: I set USB HDD Sandisk as the first option.
I saved it... and it restarts.
Despite this, I keep ending up back on the boot menu, which has changed because I can now see the USB stick:
USB HDD: Sandisk
ATA HDD0
ATA HDD2
PCI LAN
What should I do to start the Windows installation please??
