How to cut power to USB ports when PC is turned off?

Hello,
<config>Windows 10 / Firefox 42.0</config> ASUS Desktop PC since the installation of Windows 10, the USB ports remain powered when turned off, so the webcam is powered on, as well as the mouse. I can't revert to the Windows 7 configuration (PC off, ports not powered at 5 volts). I've checked the BIOS without success; is it impossible to configure? I'm annoyed about having to reinstall Windows 7, but I think if no one knows the solution, that's what I'll have to do.

Hello, to ensure the PC shuts down completely
go to settings/system/power and sleep/power management/select the power buttons and there uncheck the box "turn on fast startup (recommended)."
This should completely shut down the PC as well as all USB ports and mouse.
Downside is that the PC will become slow to shut down and slow to start up.
But we can be sure that no one will activate the webcam or its microphone.
I've noticed it's just as slow as with XP and Seven. I deduce that the only trick Microsoft found to improve startup speed is to keep the kernel powered, so it starts up right away.

It worked until 12/01/2015; to this day, Microsoft has injected a patch that means where we could voluntarily correct this anomaly, I no longer have control, the entire page remains grayed out. Now it's up to more competent people. I strongly advise against installing Windows 10, it's too curious and invasive; I feel like Microsoft is in the room and taking notes on my lifestyle.
