Hello, I just purchased a computer brand (Powerbook G4 17-inch 1.67GHz/512MB/120GB/SuperDrive). My problem is I can't use the Mac OS that is installed and I want to install Windows 8. Can I have your help? Thank you in advance!

It's impossible, a G4 has a PPC processor and, in order to install Windows, you need a Mac with an Intel processor.
What is preventing it from working in its current state? What OS is installed? (Apple menu/About This Mac will tell you)

You will likely have to give up on it. The Powerbook G4 is one of the last computers equipped with a PowerPC processor. It is therefore designed to run Apple's operating systems up to Mac OS 1.5 (Leopard). There are absolutely no plans to run any version of Windows compatible with Intel processors, which are used in the Apple hardware that replaced the PowerPC line and which only have a connection in terms of design, as Apple's new OS does not have the same origin.
Moreover, such an installation is prohibited by Apple, if it could have worked at all.
It would be more appropriate to have this hardware tested by a knowledgeable user who could help you repair it by reinstalling system software.

Apple does not prohibit the installation of Windows on Mac since it provides BootCamp to enable it.
On PPC Macs, there was VirtualPC, which allowed the installation of Windows, but its performance was far from great.

I am not a Mac specialist (I only have a little twenty) and even less inclined to argue. Others will undoubtedly take care of publishing here the commercial conditions regarding the Apple license, attached to all their hardware. One should not confuse installing Windows on a Mac and installing Mac OS on a PC because yes, it is prohibited.

This is no longer valid today, as the latest OS X versions are free, there is no more license, and savvy PC users are not holding back, since Mac OS X performs better on their PCs than Windows, although the difference is becoming less obvious. Perform the installation and then repair the permissions;
To repair the permissions
Applications/Utilities/Disk Utility/select the disk (HD) menu First Aid/Repair..... and let it run.
Then, check your Applications folder and tell me what you have, what is installed, and what you need, but don't get your hopes up too much, this Mac is old and you won't be able to do everything you would like.
