Command prompt is only for stopping its service, exit command prompt then go to update, find the update, then uninstall it, and restore the update service without going through command prompt, go through services.msc, then return to update and normally the security update will resurface "update buffer", installing it is a patch for a "security vulnerability."

click on the "programs" tab then click on "Manage add-ons" then click on "Search providers" check who is behind Bing no problem if you have another search engine like search scope or any other thing = malware therefore browser hijack.
