Hello,
I just bought a Samsung Galaxy Ace 3 and when I insert my SIM card, the GSM detected it, it asks for the PIN code. After entering the PIN code, I want to send an SMS but it won't send, and I can't make calls; it doesn't work.

In Belgium, it's a bit different; you can buy a mobile phone from an operator, put a SIM card in it, and the phone works, as the phones are not specifically tied to the operator.
Example:
We have three main operators in Belgium:
1) Proximus
2) Mobistar
3) Base
If I buy a phone in a Proximus store, without any subscription contract, just a prepaid card, if I want, I can go to any bookstore and buy a Mobistar prepaid card without any issue; the phone may keep the Proximus homepage, but it will work directly with Mobistar.
This is a huge advantage compared to you, the French.
This is of course with prepaid cards.
For subscriptions, if the bills with Proximus or another provider are paid, at the end of the subscription (minimum 2 years), we are entitled to request that this subscription not be renewed; this incurs administrative fees (as they say), but if everything is in order, we are completely free to switch to another operator without needing to unlock the phone.
That's the difference between Belgium and France regarding mobile telephony.

As human suggested, turn off your phone and turn it back on; maybe everything will be set up once it's restarted, also check the network settings.
Regarding the network, it's probably explained in the manual.

Sometimes after inserting your SIM, you need to restart the phone and check in the network settings that you're on the correct network for your provider. Some operators also require you to activate your SIM by going through your client account... Finally, did you buy this phone outright or was it subsidized by another operator? It's important to understand that if this phone was subsidized by your former operator and you have switched providers, you need to get it unlocked by the previous one... These are some avenues to explore.
