      on Windows 7, right-click on the "Computer" icon, ---> manage ---> (left menu) services and applications ---> services.

      search for: Diagnostic Policy Service, set it to automatic.

      Windows 8:

      Open the advanced menu with the key combination [Windows][X].

      Select Computer Management.

      Click on Services and Applications.

      Click on Services.

      search for Diagnostic Policy Service in the list.
