I had the same issue for a while, but the solution is quite simple. It doesn’t come from YouTube, but from the management of cookies by the browser used.
I see that the question is from six months ago, but if it can help others... :
I’ll give the steps I took on my browser, which is Firefox. It should be pretty similar on others. Refer to the help or support of the corresponding browser if needed.
- "Options" (in the menu button, on the right side of the toolbar OR "Tools" and "Options" in the menu bar, it’s the same),
- In the window that opens, click on "Privacy" (represented by a mask),
- You need to ensure that "Accept cookies" is checked and, just below, click on the drop-down list "Accept third-party cookies" and choose "From visited sites" or "always".
For my part, "never" was selected. I changed it to "from visited sites" and this allowed me to post comments on YouTube again among other things.
