How to convert from RAW to FAT32

Hello everyone, I'm here today to ask for your help. I have two computers, one running Windows 7 and the other Windows 8, and a 4GB USB drive. One day I tried to format my USB drive with the Windows 7 machine, but it suddenly took an extremely long time, so I interrupted it and tried again, but it was still slow. Then I plugged it into the Windows 8 machine, and it was also slow to format. Suddenly, it told me that Windows could not format my drive, which surprised me. I've tried numerous times, but it's the same thing each time. So I went to Disk Management and saw that it was in RAW format instead of FAT32. I attempted to format it, but after I formatted it, the drive is no longer visible to the computer. I've tried a lot of software (like FAT32 Formatter, M3 RAW to FAT32, etc.), but it's the same issue. After formatting, after a while, the drive is no longer visible. I'm asking you for solutions, please help me.

Did you delete the partition before trying to format it to FAT32???
